In the not-too-distant future, prioritizing social investments over public safety has led to an alarming increase in crime rates and an economic collapse in New York City. As a result, the American government decided to isolate the city from the rest of the country and transform it into a massive maximum-security prison. After the presidential plane is attacked and crashes in the city, the only hope lies with a former war hero frustrated with the system.
