In a landscape fueled by fear and anti-metahuman sentiment, the U.S. government passes the "Amazon Exclusion Act," branding any Amazon on American soil an enemy of the state. Enter Edgar Cizko, not a costumed villain, but the charismatic and ruthless Senator of Boston. Exploiting the trauma of the Grekos incident, Cizko weaponizes the media and the military to turn the public against the Amazons. He doesn't just want Diana gone; he wants her legend erased. Diana of Themyscira now finds herself a fugitive in the country she once protected. Forced into the shadows, she leads a band of "Outlaws" to uncover a conspiracy that goes deeper than Cizko’s political platform. As the Sovereign’s influence begins to bleed through the halls of power, Diana must decide if she can still fight for a world that has declared war on her very existence.
