After the events of the Falcon and the Winter Solider, Bucky Barnes tries to atone for his past mistakes and acts of evil by becoming a new hero called Whit Wolf, however deep in the criminal underworld, a newly reformed Hydra reawakens led by an unknown person that lurks in the shadows and has plans to kill and recreate an army of the winter soldier program through Bucky Barnes and then use them to take out any new heroes or those who would do everything in their power to stop them from conquering the world.
