Tobias Whale is a fictional character appearing in American comic books published by DC Comics. He is the archenemy of Black Lightning.[1]
Whale has been portrayed in a few shows and films. The character was portrayed by Marvin "Krondon" Jones III in the live action Arrowverse series Black Lightning.
