To his enemies, however, he was strict, and unusually uncaring in his punishments imparted onto them, destroying the entire planet of Sontar after learning of the Sontaran's use of slavery. He took on the mantle of the Time Lord Ultima, the final Time Lord, after it was perceived that Gallifrey had been destroyed by the Master, though this would turn out to be a ruse.
