A new government organization made to counter the power of the Titans, particularly Godzilla and Kong. They were founded and funded following Ghidorah's takeover and Mechagodzilla's attack on Hong Kong. They are like an opposite of their rivals Monarch, while Monarch studies the Titans for scientific purposes this shady organization studies them to attempt to control and/or eliminate them. The members of this organization includes senators (including the one played by CCH Pounder in KotM), scientists, and business executives from APEX.
