Krang was experimenting with animals to try and make more mutants to destroy the turtles. Bebop and Rocksteady were the first successful experiments. Venus was also a success, but she didn't want to destroy the turtles. For crying out loud, she didn't want to destroy Earth at all! The experiments have given her mystical powers and has become a great ally to the turtles. Created to be an enemy, destined to be a member of the Hamato Clan.
