The grotesque Penguin, residing in the sewers under Gotham, collaborates with the nefarious businessman Max Shreck to eliminate Batman permanently. However, when Shreck's meek assistant, Selina Kyle, discovers their plan and Shreck attempts to murder her, she undergoes a transformation into the alluring Catwoman. She allies with the Penguin and Shreck to bring down Batman, but tensions arise unexpectedly when she faces the caped hero.
