OK so since this is going to be the finale the Batman Saga deserved, I want to bring in other villains in a smaller role. Here, multiple villains will be experimented on by Scarecrow, either transformed into monsters due to a similar set up of the Man-Bat Serum or sent into a frenzy state by the fear toxin. They will be subdued and cured during the film's climax. You can suggest almost ANY Batman rogue you want on two conditions. 1. They have to have been around by 1999, no introducing villains past that date early. 2. You have to find a horror/monstrous design for them
