Following the events of the first film, Contessa Valentina Allegra de Fontaine (Val) has successfully secured the Thunderbolts as the U.S. Government's official superhero team. However, she finds the current roster (Bucky, Yelena, Red Guardian) too difficult to control and too morally conflicted. She decides to "rebrand." Val initiates Project: Dark Reign.
