Joe Mills (born Matthew Joseph Stott) is an English actor, voice actor and sports commentator who provides voices for the UK and US narrations of Thomas & Friends.
Diesels (Except for Mavis & Boco, who are horrified by this) try to take over Sodor and be "Modern" for the railway, but it's up to the steam engines to try to stop that and that steam engines and diesel engines can be equal.
