In a alternate 1985, masked heroes have been outlawed by the Keene Act, resulting in a super team called the Crimebusters to disband, each of the heroes going to live normal lives. Except for the merciless detective/conspiracy theorist simply known as Rorschach who continues his investigations. But when one of his former teammates Edward Blake aka The Comedian is murdered by a unknown culprit, Rorschach suspects that whoever killed him must be going after other costumed heroes like him, so he goes to the remaining members of the Crimebusters and get them out of retirement to track down this murderer and bring him to justice.
