Fan Casting Commissioner Gillian Loeb in The Wachowskis' Batman: Year One

The rot at the top of Gotham’s police department, Loeb is a large, physically imposing man who has traded justice for power. He warns Gordon, orders a bomb dropped on a building with Batman inside, and meets with Falcone as a partner, not a servant. Loeb is a corrupt warlord in a badge—calm, commanding, and utterly without conscience.
