Philip, a technician at a prison facility holding only the most dangerous of criminals, designed a special holding cell for the criminal Bullseye. Taking plans from a Hydra operations, he designed an acrylic polymer impervious to fracture and put it in Bullseye's cell wall and handcuffs. The warden received news from Daltry that the medical records of Bullseye had been incorrect. When Bullseye tried escaping, the warden, Philip, and others ran for it, only to be shot down by snipers outside.
