John Cho is a Korean American actor best known as playing Harold in the Harold and Kumar film series, as well as playing helmsman Hikaru Sulu in 2009's Star Trek.
Titans follows the young superheroes of the eponymous team as they combat evil and other perils in Blüdhaven. If the character is already in Arrowverse, don't change the casting, everyone is fair game. No one who has appeared in Titans on DCTV.
