Julia Kell is a bright, ambitious young woman in Mexico, but also a deeply troubled one, likely already aligned with the rising Nazi ideology. Seeking a place where she can exert control and use her manipulative skills without immediate political scrutiny, she travels to Costa Rica during Prohibition. There, she adopts the persona of Maggie Dyer, a tough, charismatic circus ringleader who uses the circus as a front for her criminal activities. She builds an empire through a combination of charm and ruthlessness, becoming a powerful mob boss, A Mexican-Irish-American psychiatrist, one who obviously felt comfortable remaining in the Third Reich. Does she, in fact, work for the German government? There is no evidence that points to that yet.
