The Exiled 'King of Varrio'. Since Vagos humiliated the Varrio by sinisterly taking over their territory, Cesar became less attached to the Varrio at that time - similar to CJ in this story. As the story expands, Cesar also faces a problem with his unstable big sister and let CJ handle the problem in S1 and 2.
