In 1938, Kit Walker, the 21st "Phantom", teams up with his former college flame, journalist Diana Palmer, to stop power-hungry industrialist Xander Drax. Drax seeks to unite three magical Skulls of Touganda that, when combined with a secret fourth skull, will grant the possessor ultimate, destructive power over mankind.
