If he really insisted, Cartoon Cat could already have killed Trevor, Chloe & Carl - but aside from his routine sadism of lengthening the 'game', he didn't count on Long Horse getting in the way of his plans. Thanks to Carl, the trio know they can't kill him, but they can still escape him - as their cartoon skills, while dangerous, are still limited compared to the world of a cartoon. Furthermore, Cartoon Cat has the flaw of believing that he can always end anything whenever he wants to - and underestimating his target is not always a wise decision.
