The current head of the Earth Kingdom government. He is a nonbender who served in the Earth Queen’s Army, Kuvira’s Army, the Dai Li, and the broader intelligence community. When Prince Wu abdicated the throne, a pro-oligarchy, corrupt politician (President Chen) was propped up by major corporations and international spies. Bao Jun, a top military official at the time, saw the suffering and corruption continue and resolved himself to correct it. The international community would not support his claims, and attempts at free elections were blocked by gangs and bandit groups secretly funded by the government.
