After his defeat in the previous KOF tournament, Rugal blows up the Black Noah. But it turns out that he survived and was put in a containment chamber to keep him alive. He was granted more Orochi power by a mysterious man and decided to use 80% of his full power, transforming him into Omega Rugal.
