After a gamma radiation experiment goes wrong, Dr. Bruce Banner transforms into the Hulk, rampaging through a military base and becoming a fugitive. Hiding in a poor urban neighborhood, Bruce meets Rick Jones, who helps him lay low while searching for a cure. General Ross leads the hunt for Banner, enlisting Emil Blonsky, a skilled soldier enhanced with an unstable version of the serum that created the Hulk. When Bruce is discovered, the Hulk clashes with the military, and Blonsky is injured despite his enhancements. Obsessed with power, Blonsky undergoes further treatments, transforming into the monstrous Abomination. He confronts the Hulk in a devastating first battle, forcing Banner to flee. As Abomination spirals out of control, Ross reluctantly agrees to deploy Bruce as the Hulk to stop him. The final showdown unfolds in Harlem, where Hulk and Abomination engage in a brutal battle, leveling the neighborhood. Hulk ultimately triumphs and escapes, while Ross begins to regret his role in creating these monsters. In the aftermath, Nick Fury approaches Ross, hinting at a larger initiative involving the Hulk.
