Now, whenever stress or fear takes hold of him, he becomes a creature straight from hell; a beast whose strength grows to match his rage. A beast which the US Armed Forces is gearing up to hunt down and destroy. With his help no less! But will a doubtful public and skeptics in Washington smash General Ross's plans? Will Bruce Banner find a cure in time? And what of the mysterious Miss Verdugo? She seems to be pursuing an agenda all her own. One that requires the further existence of the Hulk.
