Everyone still didn't know what the new Vice Mayor of Gotham, John Wycliffe, looks like. The theory circulated that John was a half-Britton elite in Gotham that has a connection to Wayne, Elliot, and even the small pieces of GCPD. But, not only that, John knows how to control things and eradicate something that is not in his system - even in the secret. People referring him as the Owl because of his excitement for that bird and how symbolic his life is with the Big Brother mythology.
