Kevin Michael Richardson (born October 25, 1964) is an American actor and voice artist who currently stars in The Cleveland Show. He is also well known for being the voice of Enclave communications officer and Tartarus in the video games Fallout 2 and Halo 2.
A demon who now resides in Heaven and a female angel who isn't the brightest tool go on crazy adventures while dealing with the insane inhabitants of Heaven.
