Leo, Raph, Donnie and Mikey, four mutant turtle brothers trained in martial-arts and raised in the New York sewers, have their first shot at entering the surface world when they bump into a young reporter around their age. She tells them that her former boss, Baxter Stockman, is getting some serious criminal funding from a gang of suited men who all look the same, and are smuggling strange chemicals into the city. These chemicals are revealed to be the same mutagen that mutated them, and an epic crime-bust plays out.
