The 75th Ranger Regiment's 2nd Battalion's commanding officer. Bill made his way up through corruption and bribes, and General Dwight really hates him for disgracing the name of the Army Rangers, but General Dwight can't really do anything, because Bill eradicated all the evidence of the female soldiers his men has raped or sexually assaulted, included Jenny. General Dwight temporarily reinstates Kyle for the RCC mission as a Major and makes him the Battalion's second in command, so Kyle could infiltrate the battalion and see what Bill and his men are up to.
