Sparky creates a plan to take over the city's administration, but is stopped by an unexpected punishment for a sin past. Chief Knight is trying to use the opportunity and bring order back to Orlando, but it will prove to be much harder than anticipated, thanks to both Oscar, and OTT, who are both moving forward with their own plans, which are, somehow, connected to the mysterious "Company". Matt meets a new friend, while Moses senses a weakness in OTT's gang and plans on exploiting it.
