The Leader is a character created by Marvel, and is one of the main adversaries of the Hulk. He is basically the Hulk's exact opposite, while being weak, but having a superior intellect, causing his head to become huge.
Much like how Michael B. Jordan, Chris Evans, Oscar Isaac, Ryan Reynolds etc, who gave drastically better performances in a second superhero role .....Who else should get a new chance......
