Powell, and mad scientists Baxter Stockman and the Jackal, who are trying to profit from the aftermath of the Justice League and Godzilla’s battle with the Legion of Doom. All of this gets the attention of Detroit’s Finest, the Doom Patrol, INTERPOL, ACME, Metamorpho, the Punisher, and the DEO.
