Curtis Stryker and Kabal are two NYPD officers who are tasked by with U.S. Special Forces to track down and dismantle a drug cartel by the Black Dragon, a clan of mercenaries tasked by an anonymous benefactor. What Stryker doesn't realize is that Kabal has history with the clan.
