The Butcher is a brutal cannibal and murderer who kidnaps his victims and takes them to his farmhouse to kill and consume them. He is also associated with the Church of the Father's Vision, a enigmatic religious cult, being in possession of a large number of their video tapes. He also caretakes a mysterious creature, which he keeps in a fallout shelter in the ceiling and feeds it human flesh for the benefit of the CFV. He is the the one behind the kidnappings of Debra, Brendan, and several other people. Throughout the film, he tries to keep Roxanne in his house so he can feed her human flesh to the creature. He ultimately fails when Roxanne escapes.
