Young Virgil Hawkins is caught up in a gang war in which himself and all the gang members are exposed to a gas called the Quantum which in turn creates a Big Bang exposing everyone to superpowers. Virgil with his new abilities with control of electricity must battle the super-powered gang as Static Shock.
