The plans involved moving the available remnants of the Empire to the Unknown Regions, to regroup and rebuild a new military task force. He was unchallenged in his ascension to Supreme Leader after the last stand of the Empire in Jakku. He works from the sḥadows, mūch like the emperor. He's using Kylo as an apprentice toexecute the plan, and has an undisclosed vendetta against the Skywalker family. He's charismatic,manipulative and ruthless.
