Fan Casting Commander Hippo (English Dub) in Star Fox: A Chip Off the Old Block

The brains behind the child soldier project that Chip was part of, and the overarching antagonist of the story. Commander Hippo was tasked with finding a new way to drew newer, loyaler recruits into the Cornerian military after more than a few scandals have driven down recruitment numbers, and he found himself stuck until one day, something occurred to him: across the star system, there's lots of disenfranchised, vulnerable adolescents desperate from some kind of financial stability, job security, and more. What if he specifically pandered to them? Fished them in with promises of all they needed as long as they signed on the dotted line, and whip them into the finest soldiers the military had ever seen? So, he'd launched a new campaign to specifically recruit adolescents on the cusp of adulthood, ones vulnerable and desperate, but the kids he'd recruited still weren't turning out the results he'd hoped. They were weak, scared, hardly the super-soldiers he'd wanted. So, he'd decided that maybe a little experimentation is the way to go. After all, you have a crack a few eggs to make an omelette, so why not crack a few bodies and minds to make the perfect soldiers Corneria's defense forces so desperately needed? Unfortunately for him, two of those brats managed to slip away and catch the attention of the Cornerian military's personal star mercs, and now, he's desperate to keep his perfect plan from getting shuttered before he actually has to face consequences for his actions.
