Harry's father who bought Stark Industries to create Oscorp. After the events of Secret Invasion, he gained popularity after ending the invasion of the skrulls, which made him president of the United States and director of SHIELD (now called HAMMER) and creating a council with other villains such as Baron Zemo and Dr. Doom (plot that would be deepened in other films of the later phases). In this movie he appears in Bugle news and political ads on TV, causing some fear in Peter to see a Norman Osborn in his universe. He then appears in an post-credits working on new projects at OSCORP, teasing future plots.
