In the early days of the Order, only members of the Order of St. George who achieved the status of Emerald Mask were given the sanction to start their own House, and take the title of Dragon. If the central tenet of the Order of St. George is that one most become a monster to hunt monsters, it followed that only one who has killed dragons could take the title of Dragon.
