Hakkeyo is a scrapped Makuhita prevolution from Pokémon Ruby & Sapphire whose sprites were unearthed in development material found in the Teraleak. Its slot was taken by Castform in the final game, and its design was scrapped for being too human-like and because a sumo-themed Pokémon may be controversial in Korea.
