Actors playing another nationality sometimes decide not to bother putting on an accent. This is either because they can't pull it off without sounding silly, because they think they'll offend people, because they believe it'll hinder their ability to act, because they basically just play a version of themselves anyway. Or, maybe they just can't be bothered. Of course, if they are playing a character who is supposed to be speaking a different language than the one we hear, there is no particular reason for the actor to use the accent.
