Taking place in Batman’s Early Years of crime fighting. After Jonathan Crane went insane after a series of floods. He is sent to Arkham Asylum, where he is soon noted by Professor Hugo Strange, who gives him "therapy" in order to train him to defeat Batman. Soon with a newly developed fear toxin, he dons the ego of Scarecrow, who uses his toxin to get back at his abusive father
