Haim Saban (/səˈbɑːn/; born October 15, 1944) is an Israeli-American media proprietor, investor, musical composer and producer of records, film, and television. He is the founder of Saban Entertainment, producer and distributor of children's television programs in the US such as Power Rangers. He headed up consortiums which purchased the broadcasters ProSiebenSat.1 Media and Univision Communications. A businessman with interests in financial services, entertainment, and media, and an estimated net worth of $2.8 billion, he is ranked by Forbes as the 232nd richest person in America. He is a major donor to the United States Democratic Party and active in pro-Israel political efforts in the United States. In March 2017, he was honored with the 2,605th star on the Hollywood Walk of Fame for his achievements in television.

The series is set in Little Tokyo, a mechanical city which fuses feudal Japanese culture with contemporary culture, and is populated by cybernetic anthromorphic animals. The city is normally led by Emperor Fred, a doddering eccentric. The city’s actual leadership lies in the hands of the city council and the emperor’s daughter, Princess Violet. The council is headed by ambitious Seymour “The Big” Cheese, a rat who constantly plots to overthrow the Emperor. Big cheese is aided by his inept minions: trusted adviser Jerry Arctic and Bad Bird, the leader of the ninja crows. Unknown to the prime minister, council member, and palace guard commander “Big Al” Dente has learned of his designs of leadership, but is unable to prosecute him for treason because of the plausible deniability he maintains. Instead, Al Dente enlists the Speedy Cerviche, Polly Esther, and Guido Anchovy, three cyborg cat samurai and who work in the city’s pizzeria, along with the operator Francine. Known collectively as the Samurai Pizza Cats, the three are assigned to stop big cheese and his evil henchmen’s plans to take over Little Tokyo.
