Kel Johari Rice Mitchell (born August 25, 1978) is an American actor, comedian, dancer, musician, writer, and producer. He is best known for his work as a regular cast member of the Nickelodeon sketch comedy series All That.
A loyal and dedicated Hong Kong Inspector teams up with a reckless and loudmouthed L.A.P.D. detective to rescue the Chinese Consul's kidnapped daughter, while trying to arrest a dangerous crime lord along the way. Carter and Lee head to Hong Kong for a vacation, but become embroiled in a counterfeit money scam. After an attempted assassination on Ambassador Han, Lee and Carter head to Paris to protect a French woman with knowledge of the Triads' secret leaders.
