Steve Rogers is a weak soldier who volunteers for an experimental procedure that enhances his abilities. After the experiment instead of being used for good, the government uses him more as a propaganda tool, with Steve being forced into going along with their agenda… Steve finally decides to act for himself, by provoking the evil Red Skull, leading to all out war.
