A supporting character in the movie. Penny is a genius techie who has recently returned to the Academy after spending the past year and a half studying abroad in her home region Galar... Not that anyone noticed her absence, as she's a recluse who rarely leaves her room. Little do most know that she's also the former boss of Team Star, and after seeing the danger they now pose to themselves and others, ropes Florian and Juliana in a plan she secretly masterminds in order to stop Team Star for good.
