Mudbray initially lived in the Islands of the Sea, but fled his old home in the wake of the Tapus' grief and came to the Mountainous Plains. The constant conflict he's faced since he was young has made him rough around the edges, and caused him to become a petty troublemaker and thief. His tactics led to him being employed as a soldier by the Plainsfolk Pokemon's armies, but when Poipole and Kubfu convince him that there's a better life outside of war waiting for him, he reluctantly joins their efforts to make peace between the mountain and plains Pokemon.
