He is a somewhat elderly man with a distinctive tattoo on the left side of his face. He initially appears as a reasonable authority figure, but reveals himself to be a manipulative, power-hungry politician and religious fanatic, using deep-seated xenophobia and faith in God's will to justify his extreme actions. He displays contempt for demons and hybrids, and even orchestrates conflicts for his own ends, acting as a twisted and zealous crusader figure.
