Biggs is the strategist of Barret's Avalanche cell and plans their missions. He is calm and rational in contrast to Barret's volatility, likes tidiness, usually works for the neighborhood watch in the Sector 7 slums, and sends anonymous aid to the orphanage in the Sector 5 slums.
