Frank Hardy is a mysterious guy who bumps into Nancy while she walks into town after school. After much more digging, Nancy finds out he’s a detective, and that he’s looking into the recent murder of a former River Heights High School student. He immediately falls for Nancy, but he doesn’t let anything happen between them because she’s just a kid. They end up having an on and off relationship for a few seasons before he leaves for his spin-off ‘Hardy’.
