Rouge the Bat is one of Shadow's closest companions. The two are teammates in Sonic Adventure 2 and Sonic Heroes, and they often work together during mission stages. Despite the fact that the pair have not casually spent much time together, they still greatly appreciate and respect one another. Rouge and Omega are shown to be the two who Shadow cares about and appreciates the most. Rouge is certainly one of, if not the closest person for Shadow to interact with.
