Graham is an old-guard politician, deeply conservative, and believes in maintaining “order above all.” He was one of the few humans present during the original drafting of the Truce between vampires and the Crown. Though never directly involved with vampire affairs, he has ensured that vampire-friendly policies remain in place through discreet amendments and blocked investigations. He sees Eleanor Cross as a threat to the “balance” he helped build, regarding her youth and idealism as liabilities.
